Legislators debated more technology guardrail bills this year than in any previous session, and Governor Jared Polis signed seven of them into law while vetoing five others. The outcome reveals a clearer pattern of what the governor considers acceptable regulation for the fast-moving tech sector.
Among the signed measures are a social media age verification requirement for minors, a data privacy update that expands consumer rights, and a bill requiring transparency in algorithmic decision-making used for housing and employment. Polis also approved a law mandating that companies disclose when customers are interacting with an AI chatbot rather than a human.
The five vetoes, however, tell a more cautious story. Polis rejected a broad AI licensing framework, arguing it would stifle innovation and burden startups. He also vetoed a bill that would have banned certain predictive policing tools, saying it went too far in restricting law enforcement. Another veto killed a proposal to create a state-run digital ID system over privacy and cost concerns.
The governor's office emphasized that the signed bills focus on clear consumer protections and transparency, while the vetoed ones were either too vague, too expensive, or too restrictive. Tech industry groups praised the vetoes but warned that the overall regulatory momentum is growing. Privacy advocates, meanwhile, said the signed bills are a good start but do not go far enough to hold companies accountable.
With the 2026 session now closed, Colorado has become a bellwether for state-level tech regulation, balancing innovation with oversight in a way that other states are watching closely.
